Vice President, Public Policy & Advocacy
Mental Health America
A national voluntary health organization with over 300 affiliates throughout the country, Mental Health America (MHA) seeks a highly motivated individual for the position of Vice President for Public Policy and Advocacy. This position reports to the SVP for Operations, and is responsible for leading the Public Policy and Advocacy Department, which monitors and develops both federal and state initiatives impacting health, mental health, and substance use conditions. The Department maintains a federal policy agenda, and supports the affiliate network in the full range of human service legislation, regulation and policy relevant to behavioral health. The individual will lead MHA's federal, state and local advocacy efforts, including national issue campaigns, federal legislative and regulatory advocacy, grassroots training, consultation, policy analysis, and resource development. The individual will also staff the organization's Public Policy Committee.
The candidate must have the following:
- Master's degree in field relevant to health/behavioral health policy
- Extensive knowledge of state and federal behavioral health issues, including but not limited to federal health reform and parity legislation
- Expertise in public policy issues at the federal, state, and local levels and experience communicating policy information to a broad range of stakeholder audiences
- An ability to work cooperatively with diverse groups and individuals
- In-depth knowledge of state and federal legislative and regulatory processes
- Demonstrated writing, oral communication, and marketing skills necessary for promoting the department, its programs, and MHA to external partners
- Ability to provide leadership on multiple projects through conceptualizing and managing the implementation of multi-year strategic objectives
- Ability to infuse quality customer service principals to serving MHA affiliates in their public policy and advocacy efforts
- Demonstrated management skills and at least five years supervisory experience
- Ability to speak to media as a spokesperson for the organization and familiarity with media relations and advocacy communications
- A clear commitment to diversity as evidenced by an ability to recruit and work cooperatively with diverse groups and individuals

GENERAL PURPOSE OF THE JOB:
The President and CEO has overall responsibility for the organization's consistent achievement of its mission and financial objectives. The President and CEO operates under the general direction of the agency's Board of Directors. The President and CEO serves as the chief executive officer of MHAC and manages through delegation all advocacy, education, program delivery, revenue generation, operations, and outreach functions.
DUTIES and RESPONSIBILITIES OF THIS JOB:
Provides strategic leadership:
- Updates regularly and implements a strategic vision for MHAC, outlining the long term role of MHAC across Colorado.
- Maintains and enhances relationships with key stakeholders across region and the state:
- Consumers
- Policy makers
- Educators
- Healthcare providers
- Affiliates
- Funders
- Legal community
- Identifies primary roles that MHAC plays in the behavioral health system in Colorado and ensures consistent focus on that defined scope and mission.
- Embodies a passionate commitment to mental health wellness for the citizens of Colorado.
- Identifies new opportunities and avenues for delivering on mission.
- Implements programs and policies across the state, not just in the metro area.
- Ensures compliance with national direction and guidelines established by Mental Health America.
Advocates for effective mental health policy:
- Ensures that MHAC continues to be the voice for a consumer-centered approach to policy making and identifies gaps in policy positions regarding behavioral health and substance abuse.
- Oversees development of policy agenda for each legislative session.
- Participates in developing policy positions as needed.
- Participates in coalitions strategically and ensures that MHAC's involvement in coalitions is strategic, effective, and balanced.
- Maintains effective working relationships with elected officials across all political parties.
- Delivers testimony at legislative hearings when necessary.
- Serves as primary spokesperson for MHAC locally, regionally, and nationally.
Ensures consistent funding structure to meet MHAC's goals and objectives:
- Oversees preparation and implementation of annual fund development plans.
- Builds a diverse set of funding sources to provide sustainable base of revenue for the organization.
- Works directly with donors and identifies new opportunities to expand funding sources.
- Engages the board in effective fund development.
- Oversees development and implementation of earned income programs.
- Oversees development of planned giving and endowment programs
Provides operational leadership:
- Provides comprehensive oversight of all aspects of MHAC's operations.
- Provides strong fiscal accountability and responsibility ensuring highly efficient, high quality operations at all times and at all levels.
- Directs, coaches, and develops senior staff members to provide high quality service and to grow in their capabilities; delegates effectively.
- Supports diversity efforts for internal positions as well as with external contractors and encourages broad consideration of qualified personnel and organizations.
- Develops atmosphere of trust and engaged communication with staff throughout organization.
- Sets clear expectations and holds staff accountable for results.
- Ensures compensation structures are competitive to retain strong talent.
- Communicates to the board and staff the status of the agency on a continuing basis, and initiates policy matters for board consideration.
- Seeks opportunities to engage with all levels of personnel at MHAC, to understand their work, and to share the agency's priorities and goals.
Provides leadership to education and other outreach activities:
- Oversees development and implementation of education and pro bono programs.
- Ensures program objectives and results are measured regularly and adjustments are made accordingly.
- Identifies new opportunities for outreach while maintaining alignment with overall mission and scope of services.
- Maintains knowledge of best practices in other parts of the country and identifies opportunities to incorporate those into MHAC's offerings.
Works with Board of Directors:
- Collaborates with the Board in establishing and executing MHAC's strategic vision.
- Partners with the Board in the effective operation of MHAC.
- Brings appropriate matters to the Board for its attention and action.
- Keeps Board informed on critical issues and policy changes.
- Cultivates individual skills of each board member to serve both the organization and the individual as effectively as possible.
- Identifies effective potential new board members and participates as needed in board recruitment and orientation efforts.
JOB QUALIFICATIONS:
The President and CEO is a visionary, strategic, bold leader. He/she is passionate about MHAC's work and mental health issues, and he/she has a proven track record of delivering results. The President and CEO has experience in leading mission-oriented organizations, is credible and knowledgeable about developing public policy, knows how to be an effective spokesperson for an organization, and has good experience in overseeing operations and measuring results.
Specifically, the President and CEO must have:
- Minimum of 7 years in executive management positions, preferably with some significant experience in managing nonprofit organizations
- Experience in collaborating with others to develop and implement effective public policy
- Track record of philanthropic fundraising and proven ability to build long-term relationships with donors
- Understanding of how to build earned income programs
- Demonstrated history of managing experienced staff members, helping them develop their careers, building teams, and partnering with a board
- Outstanding verbal and written communication skills; experience in working with media representatives highly preferred
- Experience in using program evaluation techniques and other forms of measuring results or impact
- Experience in building an inclusive staff and culture
- Working knowledge of and experience with mental health issues required
- Knowledge of complex systems would be highly valuable
- Bachelor's degree required; graduate degree preferred.
- Willingness to live in the Denver metro area and travel across the state of Colorado as needed.

Administrator Psychological Services
Salary: $68,454.72 - $95,846.16
Responsible for administrative and clinical supervision of psychologists and behavioral technicians within a 500-bed inpatient setting that emphasizes interdisciplinary team-based, patient-centered care. Reporting to the Medical Director, you will join a leadership team ensuring the highest standards of professionalism during an exciting period of transition and reorganization. Duties will include the selection and credentialing of staff, clinical privileging, peer review, and the development and implementation of evidence-based practice initiatives consistent with JCAHO standards. Other administrative duties include hospital-wide committee memberships, treatment mall program development, and other assignments as required.

(Those who have a Doctor of Education (Ed. D) degree must provide proof of the credit requirement.)
EXPERIENCE: Five (5) years of experience (including two (2) years of clinical supervisory and administrative duties), in addition to the clinical internship, in the field of clinical psychology in a community mental health center, mental hospital, school for developmentally disabled,
or penal, correctional, or juvenile institution, or other setting involving use of psychodiagnostics, psychotherapy, protective techniques, and other clinical methods.
NOTE: Four (4) years of indicated experience shall have been earned subsequent to receipt of the Doctoral degree.
LICENSE: Appointees must be licensed for professional practice of psychology by the New Jersey State Board of Psychological Examiners, or eligible for licensure (license must be obtained within three (3) years of appointment to the position)

The Department of Social Services, as is most of our departments, is separated into services for Acute and Extended Care patients. As head of either section, you will be charged with maintaining a high level of performance values and quality assurance in line with Joint Commission, State and Federal standards. In consultation with other disciplinary heads you will assist in identifying and defining treatment rehabilitation and service program needs of patients - with the focus of establishing the needed bridge and long term support services to have the patients successfully discharged.

REQUIREMENTS
